Information about selecting your cover photos
I generally recommend purchasing photos from a paid stock photo website. I like Shutterstock, iStock, or Bigstock. You can use free photo stock sites such as Pixabay. Read more about the pros and cons here. http://neo-stock.com/blog/the-indie-authors-guide-to-stock-photography
Shutterstock images (and other paid stock photo sites) generally come with a model release. Double check to be certain! And purchase them with the correct license for your purpose.
A note about using Pixabay stock images. (Taken from Pixabay Terms of Service)
Images and Videos on Pixabay are released under Creative Commons CC0. To the extent possible under law, uploaders of Pixabay have waived their copyright and related or neighboring rights to these Images and Videos. You are free to adapt and use them for commercial purposes without attributing the original author or source. Although not required, a link back to Pixabay is appreciated.
Please be aware: a) Imagery depicting identifiable persons, logos, brands, etc. may be subject to additional copyrights, property rights, privacy rights, trademarks etc. and may require the consent of a third party or the license of these rights—particularly for commercial applications. b) Images and Videos may not be used in a way that shows identifiable persons in a disgraceful light, or to imply endorsement of products and services by depicted persons, brands, and organizations—unless permission was granted.
Public Domain Images—What is allowed and what is not?
What does identifiable people or persons mean?
It means that their faces are visible (either frontal or in profile) so that you can recognize them. This is the same for tattoos, body piercings, or birthmarks on other parts of the body that allow you to identify a person. If you want to use images of people whose faces are fully visible, you need a model release, whether they are anonymous people in the streets or paid models. You should NOT use images of people unless you have their written permission. That is clearly spelled out in the FAQ.

Final Note
It is the responsibility of the end user, usually meaning, the author or person purchasing the cover, to make sure images don’t violate copyrights, property rights, privacy rights, trademarks, etc.
